How can I transfer my money from an unverified paypal account?

Okay so I have 8 dollars on a US paypal account. It is impossible for me to verify this account. Is there a way I can use this money to get it onto another paypal account or something?
Please, I need a way =( Like I said, verification is not possible for me.
