Does the city have to pay millions of dollars that its system has borrowed from the state as bonds?

The Detroit Public School system owes 0 million dollars to the state for borrowing bonds.

    Generally these type of bonds are paid from real estate taxes over a period of years. This is a very common practice.

    So the answer is yes.
